Welcome to Council District 5 (CD5) - the heart of Los Angeles. Council District Five includes many of the best places in Los Angeles - even in the entire country.

CD5 is located in the heart of Los Angeles encompassing the communities of Bel Air, Beverly Crest, Beverlywood, California Country Club, Carthay Circle, Century City, Cheviot Hills, Comstock Hills, Fairfax, Melrose, Palms, Pico-Robertson, Roscomare, Tract 7260, West of Westwood, Westside Village, Westwood, Westwood Gardens, and Westwood South of Santa Monica.

According to the most recent census, CD5 is home to almost 260,000 diverse residents. According to census categories, the district population is 10% Asian, 3% Black non-Hispanic, 8% Hispanic/Latino, 74% White non-Hispanic, and 4% mixed race. The district includes many thriving residential neighborhoods, with approximately 46% homeowners and 54% renters.

From world famous UCLA to Century City - from the fabulous restaurants and shops on Ventura Blvd. to those on Melrose - from the backyards of the Hollywood Hills to the front yards of Encino, CD5 is the place to be.

Plan Updates in Process

Westside Community Plan

The existing plan was adopted in 2004. The current community plan update process was started in 2018. The Westside Planning Team presented draft land use concepts online for each of the four Community Plan areas: West Los Angeles, Palms-Mar Vista-Del Rey, Venice, and Westchester-Playa del Rey. Southwest Community Plan

The existing Southwest Community Plan was adopted in 1991.  The Southwest Valley Plans include updates to Canoga Park, Winnetka, Woodland Hills, West Hills, Encino, Tarzana, Reseda, and West Van Nuys. Purple Line TNP

The first phase of the extension began in 2014 and it is expected to be completed in 2023 with the addition of three stations Wilshire/ La Brea, Wilshire/Fairfax, Wilshire/La Cienega. The extension will add seven new stations through Miracle Mile, Beverly Hills, Century City, Westwood, and West Los Angeles.

Ventura-Cahuenga Boulevard Corridor Specific Plan Amendment

The proposed Hollywood Community Plan Update 2 aims to follow current patterns of land development in order to support the existing transportation infrastructure. It takes cues from the City’s General Plan’s Framework in order to support long-term growth for Los Angeles. Focusing on mixed-use developments including commercial and residential in order to work towards reducing the length and number of vehicle trips.
